Before 2008, regulatory reporting in Luxembourg was primarily conducted using the EDIFACT (Electronic Data Interchange for Administration, Commerce, and Transport) standard. This early solution facilitated the secure transmission of regulatory reports between financial institutions and regulators.

In 2008, the CSSF issued a set of specifications and selected two solutions: SOFiE Sort, developed by Cetrel (now Worldline), and e-file, developed by the Luxembourg Stock Exchange, better known as Fundsquare or FE Fundinfo.

A particularity of Luxembourg is that there are two regulators: the CSSF and the BCL. The BCL quickly adopted the same solution as the CSSF, and since then, all legal reports have been sent through the solutions of these two competitors.

Since 2008, SOFiE Sort and e-file were the only authorized solutions for submitting reports to the Luxembourg regulators.

SOFiE Sort and e-file are referred to as "secured channels," "external transmission channels," or "historical channels".

Starting in 2010, the supervision of the financial sector was extended to many types of entities: PSF, ManCo, Financial Companies, Securitization vehicles, and all entities surrounding the funds domain. This led to new roles within companies, such as the CCO (Chief Compliance Officer), the CRO (Chief Risk Officer), or the GRC (Governance, Risk & Compliance).

These growing compliance obligations have become a source of ever-increasing expenditure for companies, leading to the emergence, around 2015, of a new type of Fintech called Regtech.

A Regtech is usually an IT-driven company that helps businesses comply with regulations efficiently, thereby reducing the associated costs.

In 2018, the CSSF introduced eDesk as an online tool allowing the fund industry to submit their requests. It took five years before the CSSF gave the real kick-off for its platform: in 2023, they launched a three-year migration plan to transfer all their regulatory reporting from historical channels to eDesk.

End of 2023, in response to this major changes, U IT started to develop an S3-compatible transfer solution dedicated for eDesk named RSend.
